A.  About Ind-CEPI:

  • The Department of Biotechnology, Ministry of Science and Technology, Government of India is supporting the implementation of the Ind-CEPI, which is “Epidemic preparedness through rapid vaccine development: Support of Indian vaccine development aligned with the global initiative of the Coalition for Epidemic Preparedness Innovations (CEPI)”,at Biotechnology Industry Research Assistance Council (BIRAC) and the Translational Health Science and Technology Institute (THSTI).
  • Ind-CEPI aims to and associated competencies/technologies developing countries and diseases that can potentially be a threat to populations build coordinated preparedness in the Indian public health system and vaccine industry to address existing and emergent infectious threats in India, and support the global initiative of CEPI through a dedicated Program Management Unit (PMU) at BIRAC.

 

B.  About the Implementation Agency:

             Biotechnology Industry Research Assistance Council (BIRAC) a Public Sector Undertaking of the Department of Biotechnology, Ministry of Science & Technology, and Government of India has been entrusted the             

             responsibility of implementing this Program. It will house the Program Management Unit (PMU) that would work as an operational and functional arm to oversee and monitor program implementation.

       

 C.   Job Descriptions

 

 1. Program Manager/ Senior Program Manager (PM -01, Vacancy 01)

 

 Position Summary & Responsibilities

  • The Program Manager (PM) will serve in the Program Management Unit for Ind-CEPI at BIRAC. The PM will be expected to work closely with vaccine researchers and developers on vaccines with potential outbreak threats, provide guidance on how to strengthening the infrastructure to support the needs of the vaccine development through an academia-industry interface, will identify strategies to supporting capacity building and skill development and strengthen co-ordination for rapid vaccine development and testing to address known and unknown infectious disease threats.
  • Reporting to Head Technical, BIRAC and Mission Director (PMU) the PM will have the opportunity to interact and work with thought leaders and leading scientists both in India and internationally; contribute to strategic thinking and forward looking analysis; communicate progress and setbacks against strategic goals; and importantly create and manage grants/contracts as part of a team for various projects supported under IndCEPI.

 

   Responsibilities of the position include but are not limited to:

  • Responsibilities for Implementation of Ind-CEPI which includes writing of Requests for Proposals for soliciting applications, working with national and international experts for scientific evaluation and assessment of proposal.
  • Manage portfolio of grants requiring high-level grant management skills.
  • Working with Legal and Finance to get all necessary Contracts and Agreements ready
  • Coordination and administration of all aspects of new and ongoing projects including planning and implementation.
  • Responsible for all Program Investment and Financial Planning.
  • Ensure timely execution of all activities and manage the team of Program Officers
  • Proper monitoring both technical and financial of the projects working closely with advisory group and preparing a strategy for implementation.
  • Responsible for organizing all Meetings, Interaction and Advisory Group Discussion including international conferences and workshops.
  • In addition to scientific expertise, the Program Manager must also bring in passion, humility, and critical thinking for the unique problems and the questions relevant to BIRAC’s mission.
  • Prepare and implement an effective communication and outreach strategy.
  • To work and communicate with grantees and key stakeholders including members of Technical Advisory Groups, BIRAC and DBT

 

Qualifications and Experience

Essential

  • Ph.D. / equivalent in Life Science / Biological Sciences with broad and deep knowledge in project management in the areas of health care.
  • 6 to 10 years of experience in academic, industry or similar position (Minimum 6 years’ experience for the position of Program Manager and minimum 10 years experience for the post of Senior Program Manager).

 

Desirable

  • Experience in Infectious Diseases, manufacturing of vaccines or other immunotherapeutic, Project management, implementation, monitoring and evaluation,
  • Experience in novel technology assessment in the field of Vaccines.
  • Experience in the execution, conduct and/or management of performance-based grants, contracts or cooperative agreements.
  • Demonstrated outstanding written and oral communication skills in positions requiring communications in a broad and diverse audience on a range of complex technical issues.
  • Strong planning and analytical skills. Excellent interpersonal and negotiation skills.
  • Demonstrated capacity and Experience to handle collaboration within an organization and with external partners, as well as ability to work with efficiency and diplomacy as part of a team effort.
  • Ability to organize/prioritize work and meet deadlines within a fast-paced environment with multiple and competing demands.
  • Proactive and flexible nature with reliable follow-through and attention to detail.
  • Ability to work both independently and in a cooperative and collegial fashion.
  • Ability and willingness to travel domestically and internationally.

 

Age Limit – 38 years for the position of Program Manager and 40 years for the position of Senior Program Manager as on the date of closing of applications.

Salary: Consolidated remuneration of Rs 90,000/- per month for the position of Program Manager and Rs. 1,10,000/- per month for the position of Senior Program Manager.

 

 

 2. Program officer/Senior Program officer: (PO-01, Vacancy 04)

 

Position Summary & Responsibilities include but are not limited to:

 

  • Responsibilities for Implementation of Ind-CEPI which includes: ensuring monitoring of all grantees of your focus area by experts both technical and financial, working closely with the Scientific and Technical Advisory groups for project review and supervising grant management activities.
  • Working with Legal and Finance to get all necessary Contracts and Agreements ready.
  • Coordinating with stakeholders involved in Ind-CEPI management
  • Coordination and administration of all aspects of new and ongoing projects including planning and implementation.
  • Ensure timely execution of all activities.
  • Responsible for supporting the organization of investigators meetings, Interaction and Advisory Group Discussion including international conferences and workshops.
  • In addition to scientific expertise, the Program officer must also bring in passion, humility, and critical thinking for the unique problems and the questions relevant to BIRAC’s mission.
  • To work and communicate with grantees and key stakeholders.

Qualifications and Experience

Essential

 

  • M.Sc in Life Sciences / Biological Sciences/Pharmacy/MBBS with 2 to 4 years of work experience. (2 years experience for the position of Program Officer and 4 years experience for the position of Senior Program Officer)

 

Desirable

 

  • PhD in Infectious diseases or epidemiology of Infectious diseases or Biotechnology
  • Experience in Vaccine Manufacturing industry or novel platform technologies or in the area of vaccines Research and Development or Product development, Regulatory department of vaccine company or Bioassay development for measuring immunogenicity.
  • Demonstrated outstanding written and oral communication skills in positions requiring communications in a broad and diverse audience on a range of complex technical issues.
  • Demonstrated strong planning and analytical skills. Excellent interpersonal and negotiation skills.
  • Ability to organize/prioritize work and meet deadlines within a fast paced environment with multiple and competing demands.

3. Program officer/Senior Program officer: Policy Analyst (POPA-01, Vacancy 01)

 

Responsibilities of the position include but are not limited to:

 

  • Provide regular feedback to senior management about new emerging technologies on both national and international stage and newer initiatives taken up by different institutes and vaccine companies
  • To represent the PMU in different national and international forums, conferences and meetings and engage with all stakeholders of Ind-CEPI and CEPI
  • To Prepare and implement an effective communication and outreach strategy.
  • To work and communicate with grantees and key stakeholders.
  • Identify new potential collaboration and Drafting strategies for new types of engagement with partners and newer technologies to be considered
  • To prepare reports and regular updation of information to all stakeholders
  • Support Program Manager in all outreach and communication activities for the PMU

 

 

Qualifications and Experience

 

Essential

 

  • MBA from a recognized and reputed University / Institution.
  • M.Sc in Life Sciences / Biological Sciences/MBBS with 2 to 4 years of work experience. (2 years experience for the position of Program Officer and 4 years experience for the position of Senior Program Officer)

  • Prior experience in similar business development role

4. Manager / Senior Officer - Finance, Procurement & Administration (FPA-01, Vacancy-01)

 

To coordinate and implement all matters relating to Accounts, Finance and Procurement and Administration.

 

Position Summary & responsibilities

  • Oversee the daily accounting activities required to maintain the general ledger.
  •  Maintain organized set of detailed records and files to document financial transactions.
  • Resolve all accounting and financial issues concerning PMU.
  •  Review general ledger on a monthly basis to ensure accuracy of posting.
  • Coordinate monthly, quarterly and annual closing activities.
  •  Produce quarterly and annual financial statements and financial reports.
  •  Make and implement recommendations to improve accounting process and procedures.
  •  Coordinate closely with Finance & Account branch BIRAC to ensure observance of accurate accounting processes and procedures.
  • Understand personal and team role and responsibilities.
  •  Initiate all procurement matters and complete all formalities including payment of bills in close coordination with HR & Admin Branch.
  •  Maintain records relating to procurement.
  • Maintain inventory of items procured for PMU.
  • Coordinate all administrative and logistic matters.

 

Qualifications and Experience

M.Com / MBA (Finance) from a recognized and reputed institute. 4 to 6 Years’ experience in financial management, accounts / administration on finance / account and procurement in a private / public sector/ Govt. Organization. (4 years for the position of Senior Officer and 6 years for the position of Manager)

 

Age Limit – 35 years for the position of Senior Officer and 38 years for the position of Manager as on the date of closing of applications.

 

Salary: Consolidated remuneration of Rs 75,000 per month for the position of Senior Officer and Rs 90,000 per month for the position of Manager.

 

5. Administrative Assistant (AA-01, Vacancy-01)

To assist the General Administrative activities of the PMU, Ind-CEPI

Position Summary and  Responsibilities

 

  • Work with HR – Head and Administration to provide Administrative support to the PMU, National Biopharma Mission.
  • Coordinate space allocation, facilities maintenance and operations
  • Coordinate meetings, conferences and manage logistics related to them
  • Ensure data processing, mail, materials scheduling and distribution, printing and reproduction, records management. telecommunications management, security, recycling, wellness, and transportation services, etc.
  • Manages the work of back office
  • Keep an account of the documentation details
  • Maintain records, prepares reports, and composes correspondence related to work
  • Any other duties assigned by PMU Head and Head (HR & Admin.), BIRAC

 

Qualifications and Experience:

 

  • Graduate degree with minimum of 60% marks from a recognized and reputed institute. Post graduate degree / MBA in HR from a recognized and reputed University/ Institute will be preferred.
  • Minimum 2 years of work experience in Admin related activities in a services / public sector/ government organization.

 

Age Limit: 35 years

 

Salary – Consolidated remuneration of Rs. 38,500/- per month.

 

The above position is on a 3 years contract extendable till the length of the Program duration based on performance. The candidate selected shall be kept on probation for a period of three months.
